In revising the format of the Bylaws web page, Ive wanted to make BOR Handbook references live links to the relevant portions of the source document. In doing so, Ive identified several problems that are beyond the purview of the members of the Bylaws Committee to resolve completely. The purpose of this report is to solicit expertise and guidance in the resolution of the issues. Granted, this report (in both the writing and reading of it) is the most tedious and legalistic (i.e. nit-picky) of endeavors. At the same time, because of legal import, it is an issue that requires the highest order of accuracy. Issues are outlined below. Board of Regents Handbook Online The BOR Handbook is published at http://system.nevada.edu/Board-of-R/Handbook/index.htm. There is a significant problem with the web presentation. The problem is revealed by clicking on any Title link and then on any subsection link. In fact, the links to subsections do not work. For example, clicking Title II, Section 6.18 takes one to the top of the Chapter 6 page, not to the 18th section of Chapter 6. This makes linking to the Handbook imprecise. Technically, this problem is because the named anchors on the Handbooks text pages do not match the links to those anchors. Ive reported this problem to the SCS Helpdesk in Reno and offered to help fix the problem. SCS is not responsible for the Handbook website but reported the issue to the entity that is responsible, presumably within the Chancellors Office. (I was not the first reporting this problem.) This was sometime last fall. Ive seen no change in the situation and will pursue the matter further with SCS. However, it may take a person or entity with more clout than either I or even SCS has to get the situation remedied. Reference Formats I find separate references to the BOR Handbook and to the NSHE Code confusing. The BOR Handbook consists of Titles 1 through 5. BOR Handbook Title 2 is entitled NSHE Code. A reference to NSHE Code, Title 2 is redundant in that NSHE Code is Title 2. And it is misleading in that there is no Title 2 inside the NSHE Code. I suggest making all references in the bylaws conform to the following syntax to avoid further confusion, as follows: BOR Handbook, Title #, Chapter #, Section #.#.# Specific References The table below includes all BOR Handbook references cited in the current Faculty Senate Bylaws. It shows the context of the reference in the Bylaws, the wording of the reference itself (with suggested changes in yellow), and the referenced text within the Handbook. Where the referenced text does not relate to the Bylaws context, cells are pink. In short, this report asks for the Senates approval of the changes marked in yellow and assistance in correcting the items indicated by pink. Context in BylawsReferenceBOR Handbook References in FS Bylaws Article II The authority, purpose, and objectives of the Senate are established within the traditional concept of faculty organization NSHE Code Title 2 Chapter 1 Section 1.4.7 Title 2, Chapter 1, Section 1.4.7 Senates. All members of the faculty of a member institution shall be represented in each such institution in which they are employed by an entity to be known as the "senate," or by another entity or entities which may be established in the institutional bylaws, and which shall be organized in conformity with institutional bylaws. All members of the faculty of the Unit shall be represented in one senate to be known as the "Unit senate," and which is to be organized in conformity with the institutional bylaws. BOR Handbook Title 2 Chapter 1 Section 1.4.7the Senate shall make a recommendation to the President whenever there is a reorganization of administrative units within the College NSHE Code Title 2 Chapter 1 Section 1.4.9Title 2, Chapter 1, Section 1.4.9 Changes in Administrative Units. Creation, abolition or substantial alteration in the organization of administrative units within a System institution shall be approved only after prior consultation with the senate or the faculty of the administrative unit of the System institution involved.
