Approval of minutes: Action A motion was made by John Rice and seconded by Stephen Theriault to approve the September 25th, 2015, Faculty Senate Minutes. The motion passed unanimously. GUEST/PUBLIC COMMENT- Dr. Mark Curtis President of President Curtis has suggested the consolidation of Mike McFarlanes position after his retirement. Lynn Mahlberg will take over as Vice president of Academic Affairs as well as Vice President of Student Services. President Curtis has also suggested to appoint a Dean of Arts and Science. He has been working on the job description with Janie, Mike and the other VPs. They are close to releasing the job description to HR. HR will then put together a formal posting. Dr. Curtis stated that the posting will be advertised internally for 30 days. Shortly after thanksgiving those candidates who applied internally will be interviewed. President Curtis will be speaking with the head of the personnel committee and various department about nominating someone to sit on the search committee from each department. Assuming there is a candidate that everyone likes, they will be appointed before the end of the year. There will be some overlap so they can speak with Mike before he departs. If there are no internal candidates, the posting will be advertised immediately following the end of this calendar year. The position will be advertised in January through the Higher Education Chronical and Higheredjobs.com. President Curtis has not heard any questions/concerns so he will be proceeding with the post. President Curtis has shared with the college the rational and justification for the move for GBC to become a state college. The document that President Curtis previously shared has been cleaned up and the final document was sent in with a briefing and agenda request last week. This was attached to the weekly update. President Curtis confirmed that the college would not instantly change who we are with this change of status but it would prepare us for the future. President Curtis is assuming that this will be accepted for the agenda of the Academic Research and Student Affairs committee meeting in December. Mark read the statement that he has been working on for the meeting. senate chair report: Information Positive things (in packet)- Short term and transfer notice- Unsure if this will be on the December meeting for a vote. The information sent out on term notice and colleges did not have any research on community colleges. If it does go for a vote, a comment for GBC will be formulated. Shared services of police- happening in the north but the south is being looked into. Library shared services is still being discussed (Discussion on who will pay for this). TimeLine- The chairs submitted a suggested timeline for the presidents evaluation to the chancellor. It started a year ahead of time so they could send out surveys to faculty. The chancellor thought the timeline was a little too long. Benefit package review- There is a new executive officer, Damon Haycock. He is seeking first person narratives on the issues of healthcare. If you have issues, Mary can send you his email. Mary is waiting for what he had to say to UNLVs faculty senate. Curriculum and articulation- was passed by president council. Position recommendations were approved. Merit Pay and Compensations- committee being created by chancellor. GBC submitted Stephen Theriault for the committee. Distance Education Policy- was approved with recommended changes from faculty senate. GBC Institutional Bylaws- Early in August GBC was asked to look at these bylaws. That has since been dropped by the chancellor. In the meantime it was noticed that the bylaws have not been reviewed since 2007. It is up to the president to form a committee for this. The committee approved and request a Faculty Senate vote on the following: CourseDescriptionPEX 170 Title Change: Change title from Aerobics to Cardio Fitness in keeping with CCN. Credit Change: Change credits from 2 to a variable 1-2 in keeping with CCN. Catalog Change: Change Description to In addition to improving cardiovascular fitness, this cardio workout class will help you burn fat and calories, and increase your metabolic rate. Cardio workouts also effectively reduce stress, elevate mood, and increase alertness. The class can be modified for most fitness levels and conditions. May be taken for credit up to a maximum of three times.  Motion made by Jan King, seconded by Stephen Theriault. 1 Abstention. Motion Carries Department Chairs Written Report Distance Education No Report Faculty & Administrative Evaluations Written/Verbal Report/ Action The action item is the new percentage proposal. The big change is on the teaching roles. You can now change the percentage of how much it counts on overall from 50-80. The individual teaching roles have been locked by administration to prevent changes. Administration proposed to combine program supervisor and program coordinators to program supervisor and lead supervisor. David Freistroffer came to the front and explained that the Science department will not support motion nor will it support the system that links together the idea scores and merit. Idea Scores can be interpreted into the evaluation if they are interpreted by a human. Idea scores are not quantitative. David proposed that merit is calculated from the evaluation system without idea. Cindy Hyslop said that Computer technologies will not support the motion. The ranges in teaching were looked at and COT feels that not everyone can fit into the same category. The department talked extensively about the idea scores and feel that the program supervisor/lead coordinate should be a decision by faculty as well as the ranges in teaching. COT recommended using both the old evaluation and new evaluation. COT does not want to vote until they see the whole process. Norm presented a spreadsheet from administration that requests the use of adjusted scores. Many comments were made and Mary Doucette commented that there must be forward movement with this evaluation. Norm commented that if it does not pass it will go back to committee. The evaluation can be changed and ranges could be added. If it goes to senate and then to presidents council with ranges then it can be left the same and the second time it goes to council, it goes directly to the president. John Rice made a motion to send the item back to the committee to consider the suggestions by the Science and Computer Office Technologies department, as well as to integrate those suggestions into system. In addition, reconsider the ranges in the teaching area so there are ranges and not locked in numbers. It was also noted to invite David Freistroffer and Cindy Hyslop to the next meeting.
